With an electrical outlet, you pull the plug, the power goes out right away. You plug it back in, the power comes back on right away.
Nations don’t work that way. When a nation’s government – or its people – decide to end a policy, it doesn’t shut down right away. There’s a winding-down period, and a lot can still happen during that time.
The point is, if you shut something down, it can be started up again, and often it’s not a cold start from zero.
People can pull plugs, but other people can plug them back in. Sometimes you just have to be patient until the device starts powering up again.
